The off-plan checklist
Many new projects in the North sell before they’re built. That can mean a better price, but you’re paying for a home that doesn’t exist yet. Check these six things first.
1. Every payment is protected
Under Israel’s Sale Law, the developer must protect the money you pay before handover, usually with a bank guarantee (ערבות חוק מכר) or an insurance policy. Make sure you receive one for every payment, not just the first.
2. There is a building permit
Ask whether the project has a full building permit (היתר בנייה), or is still selling on a plan. Pre-sales before the permit carry more risk of delay.
3. You know how the price is indexed
Payments are usually linked to the construction input index (מדד תשומות הבנייה). If building costs rise, so does what you pay. Ask which payments are indexed and whether any are fixed.
4. The delivery date is in the contract
Brochures give estimates; the contract is what counts. Your lawyer checks the delivery date and what happens if it slips.
5. The specification matches the brochure
The technical specification (מפרט) lists exactly what you get: finishes, kitchen, air conditioning, storage and parking. Renders often show upgrades that cost extra.
6. You know the monthly costs
Buildings with a gym, lobby or pool usually have a management company and higher monthly fees. Ask for an estimate before you sign.
And one more: check the map yourself
“On the water’s edge” can mean a hillside neighborhood a drive from the shore. Ask us for the real drive time before you visit.
